Andrew is the chair of the Bank of England’s Reporting Transformation Committee, part of the regulators’ joint programme with firms to Transform Data Collection. He is passionate about the potential to deliver greater efficiency for firms, better data quality for regulators and leaner, clearer and less burdensome reporting. Andrew has worked in a variety of Finance and Risk Management roles, using data as a building block for management, statutory and regulatory reporting, and managing financial credit, liquidity and market risks. Andrew has experience implementing systems including Treasury and Asset & Liability Management, regulatory reporting and securitisation reporting. He has worked across firms including a multinational group, complex domestic retail bank, mid-tier building societies and a non-bank mortgage lender. All roles have included elements of regulatory reporting including preparation, submission or part of the SME review and sign off.

James Benford

James is responsible for the Bank’s collection of statistics and regulatory data, and for a Bank-wide transformation agenda to enable the best possible use of data across all functions through effective, analytical and continuously improving processes.  James was Private Secretary to Governors Mark Carney and Andrew Bailey from 2018-20, then spent 3 years on secondment, first as Director for Analysis as the Joint Biosecurity Centre was established, and then as Director of the Economics Group and Departmental Head of Profession for Analysis at HM Treasury, to establish their data science hub. James joined the Bank in 2005, heading the Bank’s Global Analysis Division, representing the UK on the G20 Framework and International Financial Architecture working groups, and established and led the Bank’s Brexit Contingency Planning.  He has worked in roles across Monetary Analysis and Financial Stability, has produced and presented the Monetary Policy Committee’s economic forecasts and was part of the Secretariat for the Financial Policy Committee.  James has a first degree in economics from the University of Cambridge and a master’s degree in economics from the London School of Economics.
